What is Industrial (Waste) Pretreatment?


Industrial (Waste) Pretreatment permits, certifies, inspects, monitors and reports to the Florida Department of Environmental Protection (FDEP), commercial and industrial facilities that may cause pollution, damage to the sanitary collection system (SCS), storm water system or bypass in the Water Reclamation Facility (WRF), reclaimed water, ground and surface waters.


What is a Commercial Facility?


A commercial facility is any facility that prepares, serves, sells and distributes food materials that contain Carbonaceous Biochemical Oxygen Demand (BOD), Total Suspended Solids (TSS), Fats, Oils, and Grease (FOG). Automotive type facilities are generally tested for Petroleum Hydrocarbons, sand/grit, debris and other forms of pollutants. Please read the ordinance as it pertains to your facility. Facilities connected to City of Apopka SCS are required to have and maintain a grease interceptor, oil and water separator and sand/grit water separator. Sizing calculations and pertinent information is located in:

Oil and Grease Management Program Registration Application:


All facilities most complete and return the Application for determination of placement either in the OGMP or Surcharge Programs. Once completed,or if you have questions, please contact the Industrial Pretreatment Office (407-703-1782) and schedule an appointment for the initial inspection of your facility. There will be a one-time registration fee of $25.00 and a monthly fee of $20.00 per month to cover treatment costs and inspections of the traps. Charges will be added to your monthly utility bill.


Environmental Waste Haulers:


Environmental Waste Haulers are companies that clean and pump grease traps, interceptors and separators.


What is the Surcharge (Effluent Penalty) Program?


The surcharge or effluent penalty program is the alternative to the OGMP. Surcharges are based on the milligrams per liter of pollutants to the SCS. Generally those are BOD, TSS, Vegetable Oil, and Petroleum Hydrocarbon Oils (See “definitions” starting on page 8 of the Sewer Use Ordinance.


Sampling is performed each 30 days and if any parameter exceeds the limits, the commercial user is responsible for the additional surcharges. Parameter maximums and fees are available in the Sewer Use Ordinance beginning on page 58.

What is an Industrial Facility?


Industrial Facilities are generally manufacturing facilities that require the use of various types of surfactants, solvents, chemicals, coatings, oils, acids, metal finishing processes, metallurgy, painting, or many other manufacturing, assembling, or production processes that may cause damage to the SCS, WRF, storm water, ground or surface waters.


Since there are many chemicals used in manufacturing processes, the control authority is required by the EPA and FDEP to permit, monitor and inspect all facilities within the City of Apopka's jurisdiction. Wastewater Discharge Permit Application


The WDPA must be completed in order to process the Permit to Discharge to the City of Apopka's sanitary collection system. There may be parts that do not apply to your facility, those may be marked N/A as needed. The application should be competed within 10 days of receipt and once completed, please let our office know and we will come pick it up.  Please be sure that an appropriate person signs and dates the front of the application as needed.


Accidental Spills or Discharges


What happens if there is a spill or accidental discharge of toxins into the SCS? Your facility must immediately contact the City of Apopka, with information about how much has been spilled or released, what time the spill or release occurred, what actions are being taken to clean up the spill or release of any further chemicals or toxins into the sanitary collection systems.
